In the evaluation and accreditation of university departments held at the lower half of academic year 2009, NTU's School of Veterinary Medicine was the first and only College that applied as a "professional college" and passed the test.

To meet the guidelines of the Ministry of Education, all departments or institutes that meet the policy of "professional colleges" of the Ministry of Education could apply to be evaluated and accredited starting from academic year 2009. Those which apply to be evaluated must come up with a self evaluation in accordance with the items to be evaluated, plus a "professional college" comprehensive development plan. And, when the judges are doing site visits, the faculty or staff of the department or institute must brief the judges about the status quo and the future development plans of the school so that the judges could conduct on site evaluations of the different units. The results of the evaluation so far are given to individual classes and departments. The School of Veterinary Medicine currently consists of one department and several institutes (including the baccalaureate, master's and doctoral programs of the Department of Veterinary Medicine and the Clinical Animal Medicine Institute). By integrating the teaching resources within the School, it became the first educational institution in Taiwan that passed the evaluation and accreditation as a "professional college."

Higher Education Evaluation and Accreditation Council was commissioned by the Ministry of Education to conduct an evaluation of the university departments and institutes for the lower half of academic year 2009, and the results were announced on June 22nd.

The Council points out that , the results of evaluation were based on a self-referral "approval system." In other words, the Council invites judges who have similar professional backgrounds and who are homogeneous in their qualities to conduct peer evaluation of each item that was on the department or institute's goal list, to find out whether the department or institute is investing appropriate resources and achieving its self appointed goals in curriculum, faculty and teaching, and whether the teaching quality can provide students with good learning environments. In other words, the evaluation follows four steps:"to do what?" "how to do?" "what are the results?" "how to improve the results?"to recognize whether the department or institute has a comprehensive teaching method, process or system to reach its self-appointed goals.

There were five items for evaluation, namely, "Targets, characteristics, and self-improvement", "curriculum design and teacher education," "student learning and student affairs," "research and professional performance" and "performance of graduates." The whole evaluation emphasizes the quality of "teaching" instead of the quality of "research". The final decision was reached after a scrupulous three-phase process which involved the "on site evaluation team" "the preliminary course evaluation team" and the "approval evaluation team."
