National Taiwan University and Chunghwa Telecom Signed Memorandum of Agreement to Push the Taiwan Telecom Industry toward Globalization

In order to combine academic institutes' research energy with telecom R&D, and to nurture the basic technological knowledge base that supports the development of telecommunications industry, NTU signed a Memorandum of Agreement with Chunghwa Telecom Co., Ltd on January 16th, 2008, in the main campus, where both sides agreed to commence formal cooperation in the areas of wireless communication, broadband communication, multi-media signal processing, and information security.

In view of the global telecom industry's rapid progression from GSM to 3G services within a span of a few years, and planned moves toward 4G services, the industry's need for R&D and technological personnel has become very urgent, and cooperation between industry and academia cannot wait a moment longer. Therefore, following the establishment of the Communication Center in collaboration with the Institute for Information Industry, Professor Soo-Chang Pei, Dean of NTU's College of Electrical Engineering and Computer Science, integrated internal resources within the College to conduct exchanges with Mr. Shyue -Ching Lu, General Manager of Chunghwa Telecom, and his research team, and appointed Professor Huei Wang, Director of the Communication Center, as the single point of contact between the two parties in order to formalize the ad hoc point to point communications used in the past. These steps will push Taiwan's telecom industry towards globalization by securing the core technologies of the telecom industry and enable participation in the international standards setting process.

The scope of cooperation between NTU and Chunghwa Telecom include forward looking technologies such as wireless communication, broadband communication, voice and video (multi-media) signal processing, communications software and information security, and other technologies related to finance, accounting and business administration. As Chairman of Chunghwa Telecom, Mr. Chen-Tan Ho indicated, the purpose of Chunghwa Telecom's cooperation with NTU was to efficiently take advantage of NTU's research resources to establish core technology which, in keeping with the needs of mid-term and long term development of Chunghwa Telecom, will help cultivate high quality basic talents for the industry. He also hoped that industry and university could work together to achieve research results, establish a partnership relationship, and create a win-win situation.
