The individual winner of the "Outstanding Social Services Award" is Professor Ping-shih Yang of the Department of Entomology of the College of Bioresources and Agriculture. Professor Yang assisted the government of Taiwan to implement many agriculture, ecological conservation and animal and plant quarantine policies. He was also very active in promoting ecological conservation and environmental education with the government, including advocating the establishment of "ecological parks" and "nature education centers" within schools, and staging activities such as "appointments with national parks to view the fireflies" and "efforts to recreate the butterfly kingdom." In addition, Professor Yang also played a pivotal role in controlling the damages brought about by the red fire ants.

He served as the managing director for the "National Red Imported Fire Ant Control Center," where he coordinated with various governmental agencies and local authorities and invited entomologists and ecological scholars to put forth an all front effort to terminate the red fire ants. It was mainly through his efforts that many local governments set up "red fire ant control teams" to stop the spread of this evil insect species.

The three winners of "in school outstanding services awards" are: Professor Jenn-chuan Chern of the Department of Civil Engineering, Professor Hung-pin Huang of the Department of Biological Engineering, and Professor Po-Wen Hsu of the Department of Electrical Engineering. Professor Chern distinguished himself in teaching, research, administrative planning and improvement. While he served as Dean of General Affairs of NTU, the financial circumstances of the university were quite straitened.

Yet, despite the financial difficulties at the time, he was able to assist the then President Dr. Wei-Jao Chen to establish 9 "innovative research projects", 22 inter-divisional "special projects" and 12 "advisory promotional teams" at the Office of General Affairs to strengthen the quality and efficiency of policy execution. Later on, when he served as the Deputy Director of "Hsinchu Bio-medical Park Preparatory Office," Director of the "Chubei Branch School" and Director of "NTU's Environmental Protection and Occupational Safety Center", he also performed outstandingly, making great contributions to the developments of the university.

Professor Hung-pin Huang served as top administrator at several posts. He was able to execute the university's policies well, whether they be in the areas of innovation and R&D, construction management, management strategies, system establishment, amendment of rules and regulations, engineering planning and design, consultation and advisory service, etc. He was known for standing by the university's position, and adding extra value to the "en route to a top university" program. In addition, Professor Huang applied his research results to various disaster prevention and reconstruction tasks.

He was a long term lecturer at local governmental agencies, teaching residents how to prevent natural disasters effectively. While he served as Chief Secretary for the Department of Higher Education of the Ministry of Education, his contributions to the higher education of Taiwan and to the promotion of the "en route to a top university" program were well noticed by everyone.

Professor Po-wen Hsu was the key person involved in the establishment of NTU's College of Electrical Engineering and Computer Science. While he served as the first Dean of the College, he was able to expand its scope, enhance its international reputation, and strengthen its domestic and international competitiveness. In addition, he managed to acquire large sums of subsidies from the Ministry of Education, hire a great number of faculty, host seminars on entrepreneurship, strengthen ties with alumni, improve industry and university cooperation, and invite successful businessmen to share their experiences with in-school students.

On top of all these, he was instrumental in applying and setting up the first student branch of IEEE at NTU, and served as its first Counselor, thereby greatly enhancing the international reputation of NTU's College of Electrical Engineering and Computer Science. When NTU strove to set up its Chubei Branch School, Professor Hsu assisted the President of the University by persuading the electronic industry members to form the "Chubei Branch School Preparatory Committee". In sum, his contributions to the establishment of the Chubei Branch school were invaluable and well accounted for.
